The Virginia Beach Animal Care and Adoption Center (ACAC) will house pets for citizens who use the Birdneck Elementary public shelter beginning Sunday at 10 a.m. The ACAC is located at 341 S. Birdneck Road.

Animals can stay free of charge until the closure of the public shelter. This pet shelter is only authorized for citizens staying at the Birdneck Elementary shelter.

Hurricane Sandy is expected to deliver sustained 30-plus miles per hour northerly winds for over 30 hours, which will affect the normal outflow of low tide in the Lynnhaven and Elizabeth Basins. It is estimated that up to six high/low tide cycles may be stacked within the Lynnhaven and Elizabeth.

All Isle of Wight County park facilities and all Convenience Center sites will be closed on Sunday, October 28, 2012. The status of shelters and other operations is still being evaluated. A decision on sheltering will likely be finalized on tomorrow morning.

Virginia Beach Declares State of Emergency

At 5 p.m. today, City Manager James K. Spore issued a declaration of local emergency for the City of Virginia Beach because of the approach of Hurricane Sandy.

If the storm continues as forecast, Virginia Beach can expect tropical storm winds and steady rain for two days. Residents can also anticipate downed trees, power outages and localized flooding in flood-prone areas. Tidal flooding can be expected in low-lying areas of the Lynnhaven Basin. Storm surge along coastal areas will be significant.

The Virginia National Guard has been authorized to bring up to 500 personnel on state active duty to prepare for possible recovery operations from Hurricane Sandy.

The Virginia Army Guard and Virginia Defense Force are staging personnel in Fredericksburg, the Richmond metro area, Eastern Shore area and Hampton Roads with personnel and equipment capable of performing high water transport, debris reduction and reconnaissance patrols.

The Virginia National Guard has not received any specific mission taskings. Personnel are moving into support areas on Saturday and will be ready for duty as directed by the Virginia Department of Emergency Management.

Hampton declares state of emergency for Hurricane Sandy

In the wake of Hurricane Sandy, Hyde County Emergency Services has suspended ground transport of Emergency Medical Services. Unsafe travel conditions and ocean over wash on NC Highway 12/Irvin Garrish Highway on the northern end of Ocracoke Island warranted staffers at the Emergency Operations Center to make the decision. The Ocracoke Deputy EOC was activated at 8 a.m. this morning.

Travelers should be aware the N.C. Ferry Division has suspended service on all routes. There is no transportation on or off Ocracoke Island at this time.

As of 2:00 pm Saturday, October 27, 2012 Hurricane Sandy was located about 335 miles southeast of Charleston, South Carolina with maximum sustained winds of 75 mph.

Pasquotank/Camden residents can expect to see conditions continue to deteriorate Saturday afternoon into Saturday night. Areas from Pasquotank County east to the Outer Banks may receive upwards of 5+ inches of rainfall from Hurricane Sandy and Pasquotank/Camden are in a Flood Watch beginning at 8:00pm Saturday night until Monday morning. Storm surge along the northern Albemarle Sound is projected to be 2 ft. or less.

National Weather Service has upped their storm surge prediction a bit. At Duck, they are expecting water slightly higher than Isabel.
Bill Sammler: “Combined with high waves, the beaches/dunes in Currituck and up into VA Beach are going to take a beating during the next 36-48 hours.”

Governor Bob McDonnell issued a limited mandatory evacuation order for low-lying areas along the Virginia coast and Chesapeake Bay. The order grants local government officials authority to determine locations for evacuation and start times, based on local conditions.

The North Carolina Department of Transportation’s Ferry Division has suspended several ferry operations ahead of Hurricane Sandy. Additional suspensions are likely as conditions deteriorate, particularly at high tides.

All operations have been suspended on the following routes:
• Cedar Island-Ocracoke
• Hatteras-Ocracoke
• Currituck-Knotts Island

The Swan Quarter-Ocracoke ferry will make its last departure at 4 p.m. today. No additional ferries will depart from Swan Quarter until conditions improve.

2PM Update: There is little change in Sandy’s strength, she continues to have sustained winds of 75 mph. Tropical storm-strength winds stretch 450 miles from the center of the storm, covering an area from the northern Bahamas to almost the edge of the North Carolina coast.

We are expecting anywhere between 6 and 10 inches of rain in portions of the viewing area along with wind gusts to 60 mph on Sunday and Monday, which could bring down tree limbs and power lines.

The National Hurricane Center is still expecting a storm surge of 3-5 feet for the parts of North Carolina under a Tropical Storm Warning, and a surge of 2-4 feet for the rest of North Carolina and Southeast Virginia, including the lower Chesapeake Bay.

The City Manager of Newport News has declared a local state of emergency. City staff are pre-positioning equipment and supplies and are prepared to open a shelter if needed. solid waste collections for next week will be delayed one day.

The city of Norfolk will open the following four shelters tonight Saturday October 27, 2012 at 6:30 p.m:

Bayview Recreation Center (Pet-Friendly Shelter)
8613 Willow Terrace

Campostella Elementary School
1106 Campostella Road

Norview High School
6501 Chesapeake Blvd

Granby High School
7101 Granby Street

Bayview Recreation Center will accommodate household pets such as a dog, cat, bird, rabbit, rodent or turtle. Household pets do not include: reptiles (except turtles), fish, insects/arachnids and farm animals. Owners are required to remain at the shelter with their animals at all times. Bring all necessary food and medications. All pets must be on a leash or in a carrier.

Residents are advised to bring bedding materials, toiletries, medicine, food and any other items they deem necessary to ride out the storm.

The Hampton VA Medical Center announced today that all outpatient clinics at the main hospital, Virginia Beach Community Based Outpatient Clinic (CBOC) and Albemarle Primary Outpatient Clinic have cancelled all patient appointments between 8 a.m. and 10 a.m. on Monday, Oct. 29, due to Hurricane Sandy.

Wakefield predicts Chowan County/Town of Edenton receiving sustained winds around 30 mph with gusts into the 50mph range beginning sunrise Sunday morning and tapering off Monday evening. Estimates on rainfall are 5”. Wave height in the sound will be around 5’, no Soundside flooding is expected.

According to CNN, 29 Haitians have died in the wake of Hurricane Sandy, civil protection spokesman Joseph Edgard Celestin said Saturday. This raises Sandy’s death toll in the Caribbean to 42.

11AM Update: While the official track from the National Hurricane Center keeps the center of Sandy offshore, regardless, this storm is big and we will feel its effects through at least Tuesday.

We are expecting anywhere between 6 and 10 inches of rain in portions of the viewing area along with wind gusts to 60 mph on Sunday and Monday, which could bring down tree limbs and power lines.

We’re also anticipating significant beach erosion and serious flooding in flood-prone areas around the times of high tide.

Sandy continues to have sustained winds of 75 mph and tropical storm force winds extend 450 miles from the center of the storm.

The Navy has cancelled Sortie Condition Alpha, and says all Navy ships in Hampton Roads that have not already headed out to sea should remain in port. Ships at sea will continue to maneuver to clear the path of Hurricane Sandy.

According to CNN, a man died Friday in the town of Juana Diaz, Puerto Rico trying to cross a river flooded by rains dumped by then Hurricane Sandy. This brings the storm’s death toll to 22.

8AM Update: After weakening to a tropical storm overnight, Sandy is back up to hurricane strength with 75 mph winds and is moving North-Northeast at 10 mph. An increase in the storm’s speed is expected tonight and Sunday.

Hurricane force winds extend 100 miles from the center, mainly to the Southwest, and Tropical Storm force winds extend 450 miles from the center of the storm.

The National Hurricane Center is expecting a storm surge of 3-5 feet for the parts of North Carolina under a Tropical Storm Warning, and a surge of 2-4 feet for the rest of North Carolina and Southeast Virginia, including the lower Chesapeake Bay.
