The Route 175 Chincoteague Bridge Causeway has reopened and all Route 17 north— and south bound lanes on the access road to the JRB have reopened.
Refuse collection in the City of Williamsburg will be delayed by one day. Collections scheduled for Monday, October 29 will occur Tuesday, October 30; Tuesday’s scheduled collections will be Wednesday, October 31.
As of today, recycling collections will occur as regularly scheduled on Wednesday.

The Downtown Tunnels continue to be open with no restrictions.
Crews have now closed one lane in each direction on the James River Bridge.

The Chesapeake Bay Bridge Tunnel is now under level 4 wind restrictions – the only types of vehicles allowed to cross are cars without exterior cargo, pick-up trucks without cargo, mini-vans, and SUVs.
Elizabeth River Crossings is closing the Midtown Tunnel due to deteriorating weather conditions, tidal surge and high water at the tunnel approaches.
Suffolk Road Closures: The 700 block of North Main Street is closed in both directions at the Kimberly Bridge due to tidal flooding as of 8:40 p.m.

Midtown Tunnel Update: Crews are closing the EB approach at Cleveland Ave. to the Midtown Tunnel and they are also closing the WB approach at Raleigh Ave. The tunnel is NOT closed, only the two approaches.
All Gloucester County government offices, including the Gloucester court system, will be closed Monday, October 29.

Surry County Registrar’s office will be closed Monday, October 29, 2012 and no absentee voting will take place.
Norfolk: All health department services including all WIC offices are closed Monday, October 29th. The Food Handlers class scheduled for 9:00 a.m.at Huntersville School has been cancelled.
Hampton Roads Transit will operate regular bus, rail and ferry service on Monday.
Flooding in low-lying areas may require temporary detours for some local bus services. All customers should expect somewhat slower service as operators deal with adverse driving conditions.
The downtown transfer center at Cedar Grove remains open, but if tidal surges force flooding at Monticello Avenue and Princess Anne Road, then bus transfer center will move to 20th Street between Church and Monticello.
The City of Virginia Beach will open an emergency shelter at 10 a.m. Sunday at Birdneck Elementary School, 957 S. Birdneck Road.
Due to flooding and overwash, N.C. 12 is closed from Rodanthe to the Oregon Inlet bridge, which was closed this evening after N.C. Department of Transportation inspectors determined that the bridge was unsafe for traffic at this time. Divers and inspectors will resume inspection of the bridge as soon as conditions allow.
Further south, Ocracoke Island is currently experiencing extreme sound side flooding and N.C. 12 is flooded with up 24 inches of water in the village and at least 2 inches of moving water on the highway north of the village.
Overwash has also been reported in Kitty Hawk, Kill Devil Hills, Nags Head, and north of Buxton.
N.C. 12 is also impassable between Sea Level and Cedar Island in Carteret County. In areas east of Smyrna, Williston and Stacy, tidal flooding has partially covered U.S. 70.

Parks & Recreation
Youth Programs (before and after school programs) – All Parks & Recreation youth programs will be consolidated at Brittingham-Midtown Community Center on Monday, October 29th, and will operate from 8:50 a.m. to 5:30 p.m.
Instructional Programs – All Parks & Recreational instructional programs are cancelled for Monday, October 29th.
Courthouse Way Recreation Center and Riverview Gymnastics Center will be closed on Monday, October 29th.
Currituck County Government offices will open at 10:00 am on Monday, October 29, 2012. From 10 am – 5 pm, employees will follow the adverse weather policy.

Dare County Emergency Management advises that there is an increased threat of inundation of storm surge and soundside flooding:
Oceanside – high seas and rough surf will continue to produce ocean overwash with inundation of 4 to 6 feet above ground.
Soundside – prepare for widespread inundation of 4 to 6 feet above ground level. Some locations could see inundation up to 7 feet.
Highway 12 on Hatteras Island remains closed due to sand and water on the roadway. Local law enforcement reports that pavement has been compromised in the northbound lane of Highway 12 north of Mirlo Beach and in the southbound lane south of the new bridge. NCDOT will continue working to clear the road, assess damage and make repairs to reopen it as quickly as possible.
All Suffolk Parks and Recreation Before and After School care programs will be closed on Monday, October 29, 2012 due to Suffolk Public Schools being closed. Evening programs and activities are still scheduled as of now.
The Chesapeake Voter Registrar’s office will be CLOSED on Monday, October 29. There will be no absentee voting on Monday, October 29.
The City of Chesapeake asks residents and business owners to report SIGNIFICANT STRUCTURAL DAMAGE to their homes and places of business caused by wind and/or flooding during Sandy. Reports can be made to 757-382-2489.
There will be NO VISITATION for inmates at the Chesapeake Jail on Sunday, October 29.
Chesapeake is opening the following shelters at 7pm:
GENERAL RESIDENT SHELTER — Oscar Smith High School, 1994 Tiger Drive. Residents who decide to come to a shelter need to understand that conditions are extremely basic. Residents should bring adequate food, water, medical supplies, bedding and comfort items for each member of their family for a stay of at least 48 hours due to the anticipated severity of the storm. Shelters provide a safe, dry location during the storm. In addition, access to electrical power (other than lighting) is extremely limited or may not be available at all.
MEDICAL NEEDS SHELTER — Greenbrier Middle School, 1016 Greenbrier Parkway. For residents who are oxygen dependent or who need electricity for medical equipment. This shelter is intended for those whose medical needs cannot safely be met at home during the storm. The shelter does not take the place of a hospital and is intended only for those whose conditions are stable. A primary caregiver should accompany each individual to the shelter to provide support. Those coming to the shelter should bring durable medical equipment and oxygen tanks, medication and supplies, personal care items, special foods, and vital documents. Service animals only are permitted. They must also bring your own bedding and comfort items.
PET SHELTER — River Crest Community Center, 1001 River Walk Parkway. The shelter will accept domestic animals only, with the exception of snakes which are not permitted. Owners should bring food, a towel, any medications, and their animal’s crate/cage, if possible. Loaner crates are available as supplies permit. Birds and pocket pets MUST be in their own cages. Pet owners will be provided shelter at Oscar Smith High School and owners will be allowed to return to the Pet Shelter to walk and visit their pets as weather conditions permit.

Faith Outreach Education Center will be closed on Monday
Naval Medical Center Portsmouth has announced that only mission-essential personnel should report for duty on Monday, Oct. 29. Branch Health Clinics will be closed if the base they are attached to is closed. TRICARE Prime Clinics in Virginia Beach and Chesapeake will be closed on Monday.
Patients who have appointments scheduled at NMCP’s outpatient clinics should reschedule. Patients who have surgeries scheduled for tomorrow will be contacted to reschedule them. Patients who have additional questions may contact the Quarterdeck at 757-953-5009.
The Emergency Room will remain open, but may not be accessible due to flooded roads near the naval medical center. Patients who have a medical emergency should go to the nearest emergency room.
All Isle of Wight County park facilities and all Convenience Center sites will be closed on Monday, October 29, 2012
All Virginia Beach courts will be closed Monday – General District Court, Circuit Court and Juvenile & Domestic Relations Court. All court clerks’ office also will be closed. No decision has been made yet about Tuesday.
Tabernacle of Prayer Christian School – closed Monday.
Surry County Public Schools closed Monday and Tuesday
Elizabeth City-Pasquotank Public Schools closed Monday.
All roads are reported to be open in the City of Suffolk as of 4:15 p.m.
Additional road status updates:
- Indian Trail from Lake Cahoon Road to Lake Meade Drive is open. There is high water at the railroad trestle on Indian Trail. High water signs are currently in place and roadway is passable.
– 8700 to 8800 block of New Road from South Quay Road to Ellis. Road is open. High water signs are currently in place and roadway is passable.
- Brookwood Drive from Camellia Drive to Magnolia Drive is open. High water signs are currently in place and roadway is passable.
- 1300 to 1600 block of Buckhorn Drive is open. There is high water at this location but roadway is passable.
- 5100 block of Holy Neck Road from Southwestern Boulevard to New Road is open. High water signs are currently in place and roadway is passable.
- 5900 to 6200 block of Holy Neck Road is open. There is high water at this location but the roadway is passable.
- Nansemond Parkway at Shoulders Hill Road is starting to flood but is still passable.
As clean up from the Hurricane Sandy begins, the Department of Public Works in Norfolk plans to resume regular household trash and recycling collection on Tuesday, October 30.
Curbside Trash Collection
Residents are encouraged to place their trash, recycling and bulk waste at the curb by 7:00 a.m. Please separate trash into distinct piles for yard waste and for construction and debris as follows:
1. Household garbage in green trash cans
2. Recycling in blue cans
3. Building debris and related material
4. Leaves and grass clippings to be placed in clear bags – do not place leaves in curb line
5. Tree limbs (bundle and tie tree limbs longer than 4 feet, 6 inches in diameter). For tree limbs larger than this diameter, the homeowner must make arrangements with a private hauler.
Overflow trash, such as food waste that will not fit in the trash cart, should be placed in dark plastic bags, tied off and placed inside a 90-gallon cart

VDOT has resumed full service of the Jamestown-Scotland Ferry as of 3:30 p.m.
Service at the Jamestown-Scotland Ferry was temporarily reduced from 11 a.m. until 3:30 p.m. today due to high tides.
For updates on ferry service, motorists can call the ferry hotline at 1-800-VA-FERRY. For more information about other VDOT maintained roads, motorists can tune into 1680AM, dial 511 or visit http://www.VDOT.Virginia.gov.

BEAT THE TRAFFIC: The Midtown Tunnel remains open in both directions at this time. However, motorists traveling later this evening may experience 15-20 minute delays coinciding with the next high tide. Travel speeds will likely need to once again be regulated with pilot vehicles for safe passage through the tunnel in each direction. Should tides exceed those forecasted this evening, motorists should be prepared for the possibility of a complete tunnel closure.
Based on the currently forecasted tides for Monday, October 29, motorists should be prepared for a complete closure of the Midtown Tunnel to prevent tunnel flooding ahead of the morning high tide.

VIRGINIA BEACH: City of Virginia Beach offices and facilities will be closed to the public Monday, Oct. 29. The city will operate under an “essential personnel condition” starting at 6 a.m. The essential operating condition will remain in effect until further notice.
DARE COUNTY NC: NCDOT is working to remove sand and water on NC Highway 12 on Hatteras Island, which has closed the roadway south of Oregon Inlet. Motorists are advised to use caution and be alert for water and sand overwash on Highway 12 and all roads throughout Dare County.
Eastern Shore Community College will be closed Monday, October 29.
Hampton Blvd in Norfolk shut down due to high water with multiple stranded vehicles.
The Art Institute of Virginia Beach will be closed and classes cancelled on Sunday, October 28, 2012, and Monday, October 29, 2012.

The Coast Guard captain of the port has set Port Condition Zulu for the coastal waters of the eastern shore of Maryland and Virginia Saturday due to the approach of Hurricane Sandy.
Condition Zulu means gale force winds are possible within 12 hours.

VIRGINIA BEACH: During Hurricane Sandy, the Virginia Beach Animal Care and Adoption Center will accept only dogs and cats from citizens who use the Birdneck Elementary School public shelter, starting this morning at 10 a.m. The center is at 341 S. Birdneck Road. Owners should bring food, bedding and medication for their pets. Dogs must be on leashes and cats must be in carriers. Animals can stay free of charge until the Birdneck Elementary shelter closes. The pet shelter is only authorized for citizens staying at the Birdneck shelter.
N.C. 12 Impassable in Dare County Due to Overwash from Hurricane Sandy
BEAT THE TRAFFIC: Dominion Boulevard (US 17) SOUTH of the Steel Bridge in Chesapeake is closed because of flooding.
9:30 AM POWER UPDATE: Close to 3,500 customers are without power in Hampton Roads, according to Dominion Virginia Power. The areas most impacted include: Homes near Little Back River Road and Victoria Boulevard in Hampton, Holland Road/Rosemont Road and Providence Road in the Kempsville area in Virginia Beach.
Norfolk city & school division will close all offices & schools on Monday due to NWS forecasts of strong winds & flooding.

NC Highway 12 on Hatteras Island is closed at Oregon Inlet due to sand and water on the roadway. NCDOT is on scene working to correct the problem. Ocean overwash will continue to be a problem throughout the day on Highway 12. Motorists are advised to use caution and be alert for water and sand overwash on roads throughout Dare County.
UPDATE: Traffic at the Midtown Tunnel has been temporarily stopped to clear water run-off inside the tunnel. Traffic will resume as soon at the water is cleared.

8AM UPDATE: No big changes from the National Hurricane Center. Sandy is still a Hurricane with 75mph winds. It is still projected to make landfall along the New Jersey coast. Our biggest concerns continue to be strong winds, periods of heavy rain and tidal flooding. The next high tide will happen in the next hour, meaning already flooded areas will see even more water.
MIDTOWN TUNNEL: Elizabeth River Crossings reports the Midtown Tunnel is still OPEN at this hour. However, there is some flooding on the Brambleton Avenue exit on the Norfolk side.
BEAT THE TRAFFIC: The Chesapeake Bay Bridge Tunnel is currently on level 2 wind restrictions. That means no motorcycles; large pick-up campers; camper trailers; house trailers; anything being towed; vehicles with any exterior cargo.

Virginia National Guard Soldiers from the Norfolk-based Battery B, 1st Battalion, 111th Field Artillery Regiment, 116th Infantry Brigade Combat Team perform maintenance on chainsaws and other equipment as they prepare for possible recovery operations in the wake of Hurricane Sandy Oct. 27, 2012 at the Norfolk National Guard Readiness Center.
Sandy continues to move parallel to the East Coast. The National Hurricane Center says hurricane-force winds extend 105 miles from the center of the storm, and tropical storm-force winds extend 520 miles.
The NHC predicts storm surges will last several high tide cycles and reach:
- 4 to 6 feet in North Carolina north of Surf City, including the Pamlico/Albemarle Sounds
- 2 to 4 feet in southeast Virginia including the lower Chesapeake Bay
- 1 to 2 feed in the upper and middle Chesapeake Bay
The Portsmouth Visitor Center will be closed Sunday, October 28, 2012.
