Body found in Virginia Beach parking lot identified

VIRGINIA BEACH, Va. - Police are investigating the death of a 23-year-old man found lying in a parking lot on Shallowford Circle.

The call about the incident came in just before 6 a.m. Monday, but neighbors say they heard gunshots at about midnight.

"I heard two gunshots, you know, like a pop, pop, and then a car took off," said one neighbor.

She didn't call 911 because she didn't hear anyone yelling and thought it might be kids playing. Someone did call police about six hours later.

"I just wonder if the police were called [around midnight] what the turnout would've been, but you just don't know."

The victim has been identified as 23-year-old Devin Lowery of Virginia Beach.  Police say he had been shot in the upper body.

The incident is under investigation by the homicide unit.
