CHESAPEAKE, Va. - Matthew Edge’s dog, Pepper, is recovering after he said the dog was attacked by Chesapeake Public Utilities workers earlier this week.

Edge said the incident began after city employees came to his house on Tuesday to post a letter on his door. Edge said the attack happened when his dog was tied up outside.

“The man was sitting here, he was kicking the dog,” Edge explained. “The woman was right here she was hitting the dog with her clipboard. They had papers all over my yard. They were hitting him so hard.”

During the incident, most of the 10-year-old dog`s teeth were knocked out.

“I was just like 'Hey, why are y'all attacking, hitting my dog.' Pretty sure I used a few expletives. I was highly, highly upset. They said my dog was trying to attack them,” Edge said.

Once an active dog, Pepper now just sits around.

“He just lays around, he doesn't want to get up, doesn't want to do anything,” Edge said.

Edge said PETA paid for Pepper's veterinarian visit and medicine because he was not able to afford it. The dog still has a long road to recovery.

“The vet said he needs to have his broken teeth and fractured teeth fixed as soon as possible. We don`t have the money to cover that,” Edge explained.

Edge reached out to the city, but hasn`t heard back. Now, he's hiring an attorney.

“I just want the people brought to justice," he said.

We reached out to the city, but officials said they can't comment on the incident because they are doing an internal investigation.
