NORFOLK, Va. - The owner of locally famous dog 'Charles the Monarch' sounded off publicly on 'Hearsay with Cathy Lewis,' a local radio call in show.

Daniel Painter said Charles will never leave him to begin with.

On the show, Painter starts off by saying, "You don't have the truth whatsoever," referring to the public and the media. Painter said when Charles was first picked up by the city he was kept for 10 days going on 15, when it was supposed to be five.

"It's just like having your 9-year-old son taken from you, you'll sign anything," said Painter, explaining why he signed the agreement with the city attorney to keep Charles on a leash. He added since he has seizures, he has to have Charles with him at all times since Charles is a registered service dog.

When asked if the city has Charles, Painter immediately responded, saying, "We have Charles, the city does not have Charles. We appealed that order that I signed a week before. I'm not going to agree the dog has to be on a leash in your living room or the city can take him anytime. It's like your son being locked up."

The city confirmed Painter's attorney filed an appeal and Charles is not in their custody.

Painter said Charles is staying with his sister, but only because "people acting so crazy, not knowing the truth." Painter said people are looking in his windows and trying to steal Charles.

Before wrapping up his call on the show, Painter said Cynthia Hall, the Deputy City Attorney has a conflict of interest when it comes to Charles.

"Cindy Hall, in the room where you make a deal, she begged me and asked over and over and over to give Charlie to her because she wanted to raise Charles. It seems like a conflict of interest, but people don’t know that. I’ll go right now and take a lie detector test that she wants Charles for herself. At the same time, have her take one, but she won’t cause she knows I’m telling the truth."
