Norfolk, Va. - Over the past month in Norfolk, three men have been shot to death in separate incidents.

Despite numerous witnesses at each scene, though, police say few people have come forward.

The first homicide was April 6th near the BP Gas Station on E. Brambleton Ave.  The victim was 23-year-old Charles Ridgeway.

The next shooting happened just a few days later.  On April 10th, Jerry Paul Lee, 52, was shot while outside a home on Whitaker Lane.

The third victim, 32-year-old Shakia Anderson, was gunned down at a house party on Mamie Blvd.

No one has been arrested in any of the cases.  "These people are still roaming the streets for this to happen again," said Sgt. Daryl Jarvis with Norfolk's Detective Division.

Police estimate 70 to 100 people were at the first shooting and about 30 to 40 were at the other two.

Police say both Lee and Ridgeway were innocent bystanders.  They're still looking into the circumstances surrounding the third shooting.

For investigators, even a small detail could help solve the homicides.  Police say they also need people who are willing to see the cases through once an arrest is made.

"We need people that are willing to go to court to hold these people accountable for it.  That's the only way we're gonna make a real difference is to say 'okay, we're not afraid of you,'" said Sgt. Jarvis.

Until then, there are three families waiting for justice.

"What do you say to this family member?  They want someone to be held accountable for it,  and it's our job as well as the community's job to make sure they're held accountable for their actions," said Sgt. Jarvis.
