11PM Update: Sandy is still slowly creeping northward, but her track has shifted slightly farther off the coast, bringing us a little good news. She continues to have sustained winds of 75 mph with gusts up to 92mph.

We still expect the storm to make a left turn and move inland along the Delmarva peninsula late Monday or early Tuesday.

A State of Emergency has been declared for the Hyde County mainland and Ocracoke Island.

No evacuation orders have been issued at this time for residents or visitors to Ocracoke/Hyde County, however travelers should be aware of the uncertainty of ferry operations once winds or conditions make it unsafe for the vessels to operate.

8PM UPDATE on Hurricane Sandy. The storm is maintaining hurricane strength as it crawls to the north at 7 mph. Latest track keeps it a bit farther offshore before it makes a left turn and moves inland along the Delmarva peninsula late Monday or early Tuesday. We’ll get a full update just before the news at 11 pm.

Christopher Newport University will close effective Sunday morning, Oct. 28, at 11 a.m.
Athletic events on Saturday will be held as planned, but all events scheduled for Sunday are postponed.

Classes are canceled on Monday, October 29 and the campus will remain closed until further notice.

Norfolk has just announced that several Norfolk Public Schools parking lots will be available for public parking: Little Creek Elementary, Larchmont Elementary, Ingleside Elementary, Campostella and Blair Middle School.

All vehicles must be removed before schools open.

Due to the impact of Hurricane Sandy, the City of Portsmouth announces that residents may park their vehicles in city garages at no charge after 6 p.m. today through 7 a.m. Tuesday, October 30th. Citizens may park in available spaces on the second floor or above, in the following garages:

– County Street Garage (1st and 2nd floors only)
– Harbor Court Garage (6’ 2” clearance)
– Middle Street Garage
– Water Street Garage

Vehicles may not be parked in spaces marked 24 Hour Reserved, Harbor Tower, Police Department, or Sheriff’s Department.

Gov. of North Carolina declares a state of emergency.

Gov. Perdue issued a statement on Hurricane Sandy: “I urge all North Carolinians to keep a watchful eye on Hurricane Sandy and monitor the storm’s track. This is an unusual storm and the path it may take is uncertain. The North Carolina Division of Emergency Management is closely monitoring Hurricane Sandy and is standing by to assist citizens as needed. I remind residents to be prepared in the event of power failures and to follow their local news stations for the latest official recommendations and road conditions.”

Due to the impending impact of Hurricane Sandy, the Hampton Roads Transit tours of Naval Station Norfolk have been cancelled tomorrow and Sunday.

The City of Norfolk will open several downtown parking garages for residents living in flood-prone areas.

The following downtown garages will open Saturday October 27, 2012 at 6:30 p.m.: Boush Street, Freemason Street, York Street and MacArthur Center Garages North & South. Those garages will remain open until Monday morning or until the flood waters recede.

Old Dominion University parking garages C and D adjacent to Ted Constant Center and E next to the football stadium will open on Saturday October 27, 2012 at 6:00 p.m.

Norfolk Parking Garages to open ahead of storm: Several city parking lots are available in higher-elevated areas.

Those lots include Pretlow Library in Ocean View, Barron Black Library off Military Highway, Bayview Recreation Center, Larchmont Elementary, Ingleside Elementary, Campostella Elementary, Berkeley Multi-Service Center, Maury High School, Blair Middle School, Ghent School and Tarrallton Community Center and ATC/Blackhawk Company off Miller Store Road.

Security will not be available at any of these lots so residents should lock their vehicles and keep valuables with them.

Rain will start Saturday and tidal flooding will begin in earnest with Sunday morning’s high tide. We’re expecting wind gusts of 60mph, and rain totals of 6-10 inches. Sandy has sustained winds of 75 mph with gusts up to 92 mph.

The Navy has ordered all U.S. Navy ships in the Hampton Roads area to set Sortie Condition Alpha and prepare to head out to sea as Hurricane Sandy travels up the East Coast.

Adm. Bill Gortney, U.S. Fleet Forces commander, has ordered the ships to sail between Friday afternoon and early Saturday morning.
