NORFOLK, VA – The Norfolk Economic Development Authority (EDA) has selected four teams to submit proposals for the Military Circle Mall redevelopment project.
In 2020, the EDA purchased the former DoubleTree Hotel at Military Circle Shopping Mall, giving the EDA the ability to reposition the entire Military Circle Mall property.
“The City has been aggressive in pursuing the redevelopment of this corridor in a way that will benefit the entire Hampton Roads region. The location provides direct access the entire Southside and we are excited to continue to move forward with this redevelopment project”, said Mayor Kenneth Cooper Alexander.
The EDA then issued a request for qualifications (RFQ) for the Military Circle Mall in November 2020, which was the first phase of a two-phase selection process. The RFQ was intended to pre-qualify respondents and established goals of the redevelopment project.
Officials say the ending project would feature a walkable neighborhood that supports the city's desire for an inclusive, healthy, and sustainable mixed-use community.
After receiving multiple submissions, four teams were selected by the evaluation committee to move forward with the Request for Proposals (RFP), according to city officials.
The selected teams will be invited to submit proposals for project development, design, construction, financing, ownership, and management. Music mogul and Virginia Beach native, Pharrell, is among the groups selected to be apart of this project.
“This is the next step in a multi-stage process to solicit a master developer and bring forward detailed proposals. The teams that have been assembled bring together some of the best firms on the East coast and validate the prime location of the site,” said Jared Chalk, Executive Director of the EDA & Director of Development.
RFP submissions are slated to be due in April 2021 with a final selection in the Summer of 2021.
