No toll increases for Downtown, Midtown Tunnels in 2021

NORFOLK, Va. - Elizabeth River Crossings announced Wednesday that no toll increases will be implemented for the Downtown or Midtown Tunnels until at least 2022 due to COVID-19's economic impacts.

ERC also said that its Toll Relief Program, which provides $500,000 annually to help Norfolk and Portsmouth residents offset toll burdens, will be extended for another ten years.

The changes were made as ERC's sale to Albertis Infraestructuras closed Wednesday. Albertis and its investment partner Manulife Investment Management acquired a 100% stake from Macquarie Infrastructure Partners II and Skanska.

Tolls at the Midtown and Downtown Tunnels increased to $2.33 for passenger vehicles at peak times in 2020.

Leaders in Hampton Roads previously called for tolling relief, saying cities across the area, especially Portsmouth, have seen a negative economic impact from tolling.
