PORTSMOUTH, Va. — Portsmouth police say that there was a multi-vehicle crash at the 900 block of Effingham Street.
Traffic in both directions is closed between South Street and 1-264, according to the PPD.
Portsmouth police did not release any information about injuries or how long traffic would be closed.
