Man shot while walking in Hampton parking lot dies

HAMPTON, Va. - Police are searching for a suspect after a shooting left one man dead Wednesday morning.

At 9:09 a.m., dispatchers received a call in reference to a shots fired complaint in the 2900 block of Shell Road. The call was upgraded to a shooting complaint while officers were en route to the scene.

The victim was walking in the parking lot of the Roy's Quick Service II convenience store when he was shot. Officers arrived to find him lying in the parking lot suffering from a gunshot wound.

Crews from the Hampton Division of Fire and Rescue responded to the scene and began life-saving efforts, but he was pronounced dead at the scene, according to police.

The victim was later identified as 28-year-old Isaac Allen Chappell.

Additionally, Armstrong Elementary School, AWE Bassette Elementary School and Hunter B. Andrews Elementary School were placed on lockdown at 9:20 a.m. The lockdown was lifted at 9:42 a.m.

The lockdown was related to the homicide.

A preliminary investigation revealed that Chappell and the suspect met in the parking lot of the store and were engaged in a conversation. At some point, the conversation became violent when the suspect pulled out a gun and fired it at Chappell.

An employee inside the convenience store told News 3's Brian Hill police have a copy of surveillance video that shows everything outside the store.

The employee said the shooting had nothing to do with the store and the victim didn't look like a regular customer.
