Driver in Suffolk crash arrested after motorcyclist dies from injuries

SUFFOLK, Va. – A man was arrested after a motorcyclist died from his injuries following an August 7, 2018 crash near the intersection of Godwin Boulevard and Sack Point Road.

The call came in at 9:12 p.m. Authorities say the crash involved a motorcycle and a passenger vehicle.

Medics provided the adult male driver of the motorcycle, identified as 45-year-old Rayfield T. Winnegan, with emergency medical assessment and treatment. He was airlifted to Sentara Norfolk General Hospital with serious injuries, and died from his injuries October 3, 2018.

The driver of the passenger vehicle, identified as 48-year-old William Earl Bullock, stayed at the scene after the crash. He was arrested July 29, 2019 on charges of involuntary manslaughter and operating a vehicle while texting.
