Two convicted sex offenders remain on the loose; neighbors, parents concerned

NORFOLK, Va. - The U.S. Marshals Office is still looking for two convicted sex offenders who are wanted for not registering with the Virginia State Police.

Earlier this week, the U.S. Marshals Office said they were looking for Lloyd Howard, Linwood Tyner, Vergis Land and Venny Green.

By Thursday, both Tyner and Land were taken into custody, but Howard and Green remain on the loose.

Lloyd “Half-Pint” Howard is a Norfolk resident known to frequent the Lindenwood area. He was convicted of rape in Norfolk in 1986. A warrant was issued for him on July 16, 2013. He is also wanted out of Virginia Beach for a probation violation under an original charge of drug possession.

Venny Lonnie Green is a longtime Norfolk resident with a history of being homeless. He was convicted of criminal sexual act in the first degree in New York in 1996. A warrant was issued for his arrest on June 15, 2017.

According to the U.S. Marshals office, when offenders such as these men do not register, they put the entire community at risk. With two of the four still on the loose, those who live in the areas Green and Howard reportedly frequent are worried.

According to the U.S. Marshal's office says both Tyner and Land were captured because of tips from the public.

Tyner was captured August 31 after trying to get away from U.S. Marshals and Norfolk fugitive detectives on his bicycle. After receiving several tips that Tyner was in the Huntersville area of Norfolk, U.S. Marshals and Norfolk fugitive detectives established surveillance in the area.

On the morning of August 31, Tyner was spotted leaving a residence around 8:30 a.m. He rode his bicycle into a neighborhood south of E. Brambleton Avenue and out of sight. He was then spotted around 9 a.m. riding northbound on Tidewater Drive. Authorities attempted to arrest him near the intersection of Brambleton and Tidewater, but he took off and managed to get away.

He was found a short time later riding his bicycle near Johnson Avenue and O’Keefe Street. Another arrest attempt was made and Tyner popped his tire after hitting a curb. He was quickly taken into custody and is being held at the Norfolk City Jail.

Land was arrested without incident at a residence in the Aragona area of Virginia Beach.
