Man in custody after standoff ends peacefully in Norfolk

NORFOLK, Va. – Police have peacefully resolved a domestic situation in the 200 block of West 31st Street that closed several roadways.

Officers say a man and a woman were inside a residence but they were unable to make direct contact with them.

Donald Smiley – charged with one count of abduction and may face charges for domestic assault.

A police investigation showed the woman was being held against her will by the man, identified as 48-year-old Donald Smiley. Police say Smiley made threats against the woman’s and his welfare during the beginning stages of the situation.

Both parties are known to each other, police said.

Norfolk Police Hostage Crisis Negotiators responded to the scene and made contact with the individuals.

Negotiations continued on and off through the morning hours. Just before 7 a.m. Saturday, Smiley was taken into police custody. He was charged with one count of abduction and may face charges for domestic assault.

The abducted woman was taken to Sentara Norfolk General Hospital with non-life threatening injuries. According to police, the woman received the injuries during the initial domestic assault situation. She is expected to be okay.

Surrounding streets were reopened shortly after the standoff was peacefully resolved.
