Judge approves $1 million settlement to family of teen killed by Portsmouth police officer

PORTSMOUTH, Va. – A judge approved a $1 million wrongful death settlement between the city and the family of William Chapman on Tuesday afternoon.

Chapman was killed by former Portsmouth Police Officer Stephen Rankin in April 2015. Rankin was found guilty of manslaughter this summer.

The settlement is divided up among family members and attorney fees. Chapman’s mother will receive $315,609.
