Elizabeth City, N.C. – After a four month long investigation, police have arrested and charged a man with two counts of indecent liberties with a child.
Bobby Frank Thomas, Jr. is from Hertford, North Carolina.
Thomas’ bond was set at $20,000. His court date has not been set at this time.
