The Medical Examiner’s Office has ruled the death a homicide.

Following their investigation, Kyle Lamar Purvis, age 21, of Portsmouth, was arrested on charges of First Degree Murder, Shoot, Stab, Cut or Wound, and Conspiracy to Commit a Felony. He was arrested last evening in Portsmouth and is currently being held at the Hampton Roads Regional Jail, police tell NewsChannel 3.

A second person has also been arrested in connection to this case. He has been identified as 25-year-old Temayne L. Johnson of Suffolk. He has also been charged with First Degree Murder, Shoot, Stab, Cut or Wound, and Conspiracy to Commit a Felony. He is now being held at the Tidewater Regional Jail.

The body was originally found when an employee of the Department of Defense Suffolk Complex noticed the body and called security.

The arrests give some closure to the family, but they still have many questions for police.

It is not known how Williams was killed, or when. Instead of focusing on the tragic way Williams died, family and friends say they will move on by remembering the kind of person Williams was.

"He was very inspirational," says Frankie Branch, a close-friend of Williams. "He would challenge you to do better for yourself. Make you think about how can I do better. He's a wonderful guy."

For Pastor Spencer Riddick of New Abundant Life Christian Center, Williams was one of a kind.

"He was happy and always joking and just had a love of people. He is going to be greatly missed. I think Donta was one of the best persons that I had ever met."

Family and friends of Williams held a Remembrance Ceremony for Williams on Tuesday, March 17. They say they will hold  a funeral for him, but a date has not yet been set.
