Virginia Beach, Va. - A child died Monday after being hit by a van in the 2000 block of Rosedale Circle in Virginia Beach, police confirm.

The incident occurred at 3:38 p.m. Monday afternoon, according to Virginia Beach Police.

The 8-year-old boy was riding a Big Wheel when a neighbor driving a Ford Econoline van backed out of his driveway and hit the boy.

The child was transported to Chesapeake Regional Medical Center via Virginia Beach EMS but was pronounced deceased at 5:11 p.m. after he succumbed to his internal injuries.

The neighbor who was driving the van lives just a few doors down from the family. He spoke to NewsChannel 3 off-camera on Tuesday. He was visibly distraught and was trying to hold back tears as he talked about what happened.

He said he never saw the boy as he was backing out of the driveway and that he would trade his own life for the boy's if he could.

He said the boy's parents came by his house this morning and don't blame him for what happened. But he says he blames himself.

The incident remains under investigation. Police say no charges have been filed at this time.
