So Newport News Police Officer Billups can violate my civil rights to life, liberty and the pursuit of happiness, illegally detain me whil priovately employed by WalMart even though in full city issued and tax-payer funded uniform including gun, taser and handcuffs and there is nothing that can be done about it, but we really need to get to the bottom of a crime that amounts to a dollar and a half.
