Norfolk, Va. - Poverty is a disease.
That's the message to Norfolk city leaders from Dr. Marcella Wilson.
The well-known social worker presented her scientific approach to fighting poverty at the Up Center last week.
The "transition to success model" is showing signs of success after it was started in Detroit several years ago, officials say.
Dr. Wilson is hoping to integrate this same model in different cities across the country - including Norfolk.
