Caroline County, Va. - He terrorized a city, hundreds were injured and 4 were killed. Now one of the Boston Marathon bombers will forever call Virginia home.

Tamerlan Tsarnaev was taken into a small Muslim cemetery in Caroline County.

"It caught all of us off guard, none of us standing here before you knew anything about this," says Tony Lippa, Caroline County Sheriff.

It appears there is nothing they can do.

It's a privately-owned, and licensed twelve plot resting spot.

"The reality is, this was an event, a horrific event in Boston, we sympathize with all of the people in Boston, we do not want to necessarily be the home of the remains of the perpetrators,” says Floyd Thomas, Mattaponi District Supervisor.

Tsarnaev was shot and killed by police, and for three weeks his family tried to find somewhere to place his body.

While some have called for the Tsarnaev's remains to just be burned.

Ahmed Noor, a trustee with the Islamic Center of Hampton Roads, tells us cremation is not an option.

"This is what we do, it is very simple ritual but it has to be done fairly quickly,” says Noor.

That includes putting Tsarnaev on his right side, having him face mecca.

"In as much as we very strongly disagree with the actions but now the judgment is really up to God. Between that person and God,” says Noor.

On the other sides of these trees, Tsarnaev rests.

For folks here, the former most wanted man is an unwanted stain on Caroline County.
