Norfolk, Va. – Norfolk police are searching for a man wanted on failure to appear charges.
Police say Carlos Sullivan is 5’6,160lbs, black hair, and has a dark brown complexion.He is known to frequent the Holt Street area and Kappital Kutz on Brambleton Avenue.
