Update: Man wanted in connection with death of 2-year-old arrested, grandmother remains at large

UPDATE: Steven Bullock was arrested around 4am in Portsmouth after police  received a CrimeLine tip. Kimberly Artis remains at large.

Kimberly Artis yesterday. Artis told police she and Steven Bullock would turn themselves in today.

But they didn't come forward as they promised and now police are looking for them and hoping you can help bring in the couple wanted for the murder of a two-year-old.

NewsChannel 3 spoke off camera with the cousin of Kimberly Artis.

She last talked to Kimberly a few weeks ago and says her 39-year-old cousin is getting her life back on track after recently being released from jail and battling a drug problem.

Artis is wanted, along with her boyfriend Steven Bullock, in the murder of Artis' two-year-old granddaughter.

Police say the little girl died on Truman Road in Suffolk nearly a year ago.

Last July, Destiny Riddick was having trouble breathing and was unresponsive; she later died at the hospital.

Police say she ingested suboxone, a drug that was put in a candy dish.

So what took so long to bring an indictment against the two?

Police say the toxicology tests took a while, and investigators needed time to build their case against Bullock and Artis, who they first questioned about the two-year-old's death right after she died.

NewsChannel 3 spoke with the brother of Steven bullock, Harvey, he says his brother was terribly shaken up over the death of his girlfriend's granddaughter.

But according to Harvey, his brother says the drugs were not his, but a friend's.

The brother adds that the two-year-old did not die until the next day, after being released by the hospital.

The police say Destiny died shortly after arriving at the hospital.
