HAMPTON, Va. – The City of Hampton approved an amendment Thursday to enact a "leash law" for dogs within city limits.

The previous ordinance only required dogs be under the control of their owner, including by voice commands.

The possible alternatives were enacting a leash law with no exceptions, or enacting a leash law with an exception for trained dogs with permits.

With the new amendment, dogs will now have to be on a leash when not on the owner’s property or a designated dog park.

The new amendment was approved with a 5-2 vote.

During a recent meeting, the council was split on the idea of changing the ordinance.

Those in favor cited safety concerns as a reason.

Members opposed to it said it's because a lack of data showed it will prevent future attacks.

A recently citywide study found that 76% of residents thought dogs should be required to wear a leash.
