VIRGINIA BEACH, Va. - The impact from Hurricane Matthew is now finding its way into the debate over extending light rail into Virginia Beach.

Opponents of the expansion gathered Saturday saying city council members have misplaced their priorities.

Saturday's rally theme was "Drains not Trains."

The rally was held on Concorde Bridge Road.

The group wants city council to focus on fixing the city's drainage problem.

"They should be taking care of the people that live in the city, not spending the money they have on some high train in the sky that we don't need," Protestor Reid Greenmun said.  "That is why we are here today to rally with the community to say look get your priorities straight. The light rail is not a priority."

Supporters of the light rail say it is needed to help reduce congestion problems and grow the community.

Voters will be asked their opinion on November 8 but the vote is non-binding.

The decision will be made by the Virginia Beach City Council.
