ODU declined to consider Stephen Ballard’s proposal for new football stadium

NORFOLK, Va. – Old Dominion University has declined to consider a proposal from Stephen Ballard for a new 25,000 seat football stadium.

On March 29, Stephen Ballard of S.B. Ballard construction presented an offer to privately finance Old Dominion University’s new football stadium, which is not the traditional route in financing for college athletics.

Ronald C. Ripley, Rector for Old Dominion University’s Board of Visitors says the university is conducting a study and collecting data to make sure they pursue a path that best meets their needs and is fiscally responsible.

They are exercising their option which is outlined in the Code of Virginia to return the proposal without review.

“We want to thank Stephen Ballard for his proposal for Foreman Field. Old Dominion University has benefited greatly from his enthusiastic support of the University,” Ripley said in a press release.

The school had to make a decision by July 8 to have the stadium ready for their first home game.

The plan proposed 25,000 seats and included 60,000 square feet of classroom or flex space that could have turned the stadium into a destination venue, bringing events year round to the stadium.
