Police say 30-year-old Burton Rogers was peeping into the apartment windows of William & Mary students Monday night when they arrested him.

Demetrios Florakis owns the City Green Condominums off Richmond Road, which is home to dozens of college students. He says surveillance photos show Rogers night after night peering in on his tip toes, sometimes for hours.

"We were very concerned,” Florakis says. “Security here is paramount to us."

Florakis says he first became suspicious when staff noticed a chair repeatedly moved to the back of his condo building.

"We really didn't know at the time,” he says. “We just assumed it was someone who was moving it in the rear, maybe to have a beer or just hang out in the back."

Florakis soon learned his chairs were being used for much more sinister reasons. He says surveillance images show Rogers standing on the backs of the chairs. Several of the metal bars are now either bent or completely broken off.

"I feel super violated," says Katie Thomas, a W&M student who lives at the complex. "I’ve always felt really safe living here. I never would've expected this."

After a police stake out at the complex, Rogers was taken in and charged with seven counts of peeping.

"Hopefully this doesn't happen again," Thomas says.
