Coast Guardsman found guilty, sentenced for wrongful sexual contact

A Coast Guardsman was convicted Thursday and sentenced Friday during a special court-martial in Norfolk.

Chief Petty Officer Joe H. Carter, 39, was sentenced to one month confinement, reduction to E-4 and a letter of reprimand. Based on the conviction and sentencing, the Coast Guard will pursue an administrative discharge of Carter.

Carter was convicted under the Uniform Code of Military Justice of one specification of wrongful sexual contact and pled guilty to two specifications of failure to obey an order/regulation – prohibited relationship and two specifications of adultery.

The crimes occurred from November 2010 until June 2013.

Carter was assigned to the Coast Guard Navigation Center Detachment, Air Force Space Command, Peterson Air Force Base, Colo., while he awaited court-martial.
