Taking Action: Who’s responsible for the missing Chesapeake mailboxes?

Chesapeake, Va. - Liz Wilburn and Kathy Jimerson left their property manager's office just as fed up and frustrated as when they went in.

“I signed a lease it says in the lease that he's supposed to provide me with some type of mailbox,” Wilburn says.

But for nearly 15 months, the property manager has refused to replace their cluster mailbox unit taken out by an unknown driver.

Wilburn and Jimerson, along with about a dozen others, have been forced to pick up their mail from the post office each and every day.

“I really don’t think he understands the gravity of what all it has done to the families that are involved,” Jimerson says.

With no solution in sight, NewsChannel 3 took action to make sure the two had a chance to be heard by those at Arcap, lc - the company that manages their property.

This is the second time the director of operations told us to talk to the company's lawyer, but he did agree to talk to Wilburn and Jimerson.

After about an hour, the two walked out of the building wearing a look of disappointment.

They were told the same thing they've been hearing for the last 15 months.

“He's telling us that our part of the trailer park per se is actually a subdivision and that brings in all kinds of legal issues,” Wilburn says.

Despite the lease agreement stating it’s the responsibility of management to provide mailboxes, Jimerson says he told them over and over again it's the post office's responsibility.  Last week, a USPS spokesperson told NewsChannel 3 the responsibility is with the property owner.

Last Friday, NewsChannel 3 left two messages, sent two emails and even stopped by Arcap’s attorney’s office. On Tuesday, we left another message and sent another email.

At this point, no one will explain why living in a subdivision has anything to do with the validity of a lease agreement.

NewsChannel 3 has contacted the Virginia Housing Development Authority and will continue to contact any attorneys and organizations until we get results.
