Norfolk city employee arrested for child sex assault

Norfolk, Va. - Norfolk police have arrested a city employee for sexually assaulting a young boy, police tell NewsChannel 3.

Police arrested 54-year-old Jay Conova Burton of the 7400 block of North Shore Road in Norfolk, in connection with a sexual assault on a juvenile male that was reported to police on Monday.

"We have heard those rumors throughout the years, about the children stuff, but ain't nobody believe that. Ain't nobody believe that. I just can't believe what's going on," says Dana Parson, a woman who grew up near Burton's home.

The assault was reported to have taken place at Burton’s home on North Shore Road, police say. The victim told investigators that Burton had assaulted him on numerous occasions at Burton’s residence since 2008.

"He's always there. He's fair with all of the children. He's like a father figure for those of us who need a father figure," says Kim Daniel, a woman who sent her children to Titustown Rec Center.

Burton was arrested in the 7400 block of North Shore Road without incident. He has been charged with forcible sodomy, aggravated sexual battery, and taking indecent liberties with a child by person in a custodial or supervisory relationship.

Burton is an employee of the City of Norfolk as a Recreation Specialist. He is currently incarcerated in the Norfolk City Jail.

Police believe that Burton has worked at a number of Recreation Centers in the City including his current assignment at the Titustown Recreation Center. As a precaution, police say investigators are asking parents of children who may have come in contact with Burton to please contact the Norfolk Police Department’s Special Crimes Unit at 757-664-7033.
