Three men face charges for alleged illegal inking

Abrahaman Muhammad has been cited by Beach police for running a tattoo shop without a license.

"I was tattooing a friend of mine, which was not a job,” says Muhammad.

The 32-year-old says he runs a tattoo shop in Atlanta, and admits he doesn't have a license in Virginia yet because he hasn't found the right location.

He says he's been giving his friends tattoos in his Seatack apartment.

Muhammad was cited for illegal tattooing along with Richard Stokes.

NewsChannel 3 questioned Stokes outside his Norfolk home, but he didn't want to give us any answers.

"I don't understand why he even got fined. He never even picked up the tattoo machine, he never talked about prices to anyone about anything. He just came, was sketching out a character for the guy, the detective that posed as a civilian,” says Muhammad.

Muhammad says an undercover officer came to visit Stokes, while the two were hanging out at Muhammad’s place.

At the time, Muhammad was giving a friend a tattoo.

The inking had to come to a halt.

Beach police charged the two because they say Muhammad and Stokes were trying to give discount tattoos to the people, contacting them through social media websites.
