For people who have been around Town Center since its inception, it's surprising to see this much development on what was once just an empty field.

"It's kind of weird how it was like nothing, and then all of the sudden it's a city within just Virginia Beach," said Brandon Monahan.

"It's not rural, it's not urban, it's right in the middle, which I like," said Jacoby Kinchen.

The new tower would bring something people here have been looking forward to.

"But as far as retail and businesses, we need a lot more," said Carl Boone.

The first floor will be for retail. Whether it will have a business focusing on new shades for Carl Boone's dog Dolce is unlikely.

In addition to the retail, there will also be more than 800 public parking spots, eight floors of office space, and four more stories for apartments.

It was revealed at a presentation to city council today that phase five is set to go after finding two major tenants for the building, Hampton University College of Virginia Beach and Clark Nexson, an architecture and engineering firm.

While most people who live there welcome more development, there is some concern building up will change the area for the worse.

"Of course, I would be worried if it was too crowded," said Rita Love. "As long as it doesn't get worse crime or more crowded significantly, then I think I'd be okay with it."

Phase five could start in February and could be completed by the summer of 2014.
