Franklin, Va. - The city of Franklin has a new chance at success.

The community celebrated the startup of its new fluff pulp operation. That is the product used to make diapers.

International Paper closed the mill back in 2010 because they didn't have enough demand for the paper they were making. 1100 people lost their jobs that day.

At the end of June 213 people started working at the mill again. International Paper invested about $90 million to get the company started back up.

The fluff pulp will be shipped around the world and will also bring business back to Virginia ports.
